Cranstons character is the "conspiracy nut" and if I'm right with his wife's death and him being so convinced of this "cover up" the family has been torn apart. Ford has distanced himself from his father but remembers the "conspiracy" and is therefore being monitored as he has pieces of the puzzle, a puzzle solved when when earth is ravaged by godzilla and all these secrets are revealed. Elle is probably only being looked upon because she would be the person ford would tell if he suspected something.
Tell me what your idea of monarch is below!! ;)

They're keeping tabs on the protagonist family, as well as Serizawa. Something's boiling beneath the surface.
And it will all explode with Godzilla.
