Apparently, this new Toho Godzilla is supposed to fight the 2014 American Godzilla in this new film, as evidenced by what the source states: "We want to make a movie that does not bow down to the new American film" to paraphrase it this confirmation.
This news just got even better!

It just means that this movie is being made to show that Toho is still the true creator of Godzilla and can still make Godzilla movies. It's a slightly less hostile version of their response to the 1998 film, making a new Japanese Godzilla film in response to an American one.
