What is Godzilla roaring at?

Is it a MUTO? A break of the fourth wall? Or a scene in the trailer that will never be seen in the final product?
I expect it is a roar from one of the film's final battles with Godzilla roaring either in triumph or at a muto before battling

GODZILLLAFRANCE - Never assume anything my friend.
There is nothing to say he's roaring at a Muto. For all we know, he's just roaring to roar or perhaps to intimidate encroaching military forces.
The only fact about this picture is that he's roaring. Outside of that single fact, we have no idea what he's roaring at. We can speculate all we want, but never fall into the trap of "oh it has to be this!" because the chances are that you're wrong.
Just enjoy the pic for now, and when the movie comes out you'll know what it's about.
Patience is a virtue that many G fans seem to lack these days. Godzilla is less than a month away. You can wait.
