What if Godzilla 2014 flops in Japan but is really succesful every where else?

this may seem weird and stupid but hear me out, japan may have been the place where godzilla was created (film production wise) but after hearing that the millenium's series most succesful movies weren't just becuase of godzilla it was also japans 3 most popular monsters, GMK with Mothra, Ghidorah and Baragon (apparently he is really popular in japan, more than angirus) and Final Wars was toho's biggest and most expensive film in the entire franchise it was also supposed to end the franchise with a wonderful bang, but unfortunatly it was a flop.

godzilla 2000 was also unpopular apprently, i think it was the lack of sound effects and it seemed less polished and rushed, however the only reason toho made 2000 becuase 98 was unpopular in 'Japan', when i research the films i noticed that toho aimed it's films 91-04 at japanese audiences which got me thinking, what if g14 was a flop but rated good in japan but really succesful in outside of japan, would toho make anouther movie for it's jpanese audience or would they give up the franchise if godzilla movies continue to be flops.

this may seem like a big stupid topic or doesn't really make sense but i'm sure you guys can understand what i mean right, you can also correct or back me up with evidence if you want.
