Prologue of my Godzilla sequel script

So, as promised, I started writing my own Godzilla 2014 sequel script, expanding the idead/expectations I posted here. This is the Prologue and as it will be with the first chapters, it will feature barely any action/Godzilla activity, but if inspiration continues to strike me and with your opinions, we can make this a very nice fan script. So, here it goes:

                                                              Prologue

Ford's House
San Francisco,
3 hours after Godzilla returned to the ocean

Dr.Serizawa knocked on the door, quickly taking a look to the debris on the road and the destroyed cityscape further down. Elle Brody opene the door.
-Hello. Are you Ms.Brody?
-Yes. And you are?
-Ishiro Serizawa.I would like to speak to your husband if possible.
-Would you please wait? I am going to call him.-she looks inside the house-Ford! There is someone that wants to talk to you.
Ford Brody limps through the corridor and sees Dr.Serizawa.
-Hello Doctor.Come in please. We are packing stuff to move to Colorado, so I hope you don't mind the mess.-says him with a smile.
Serizawa lets go of a smile.
-I am here to make an apology.For your father.
Ford stops smiling and Serizawa continues:
-I feel responsible for what happened to him... to everyone that was caught on this catastrophe. The moment I saw that MUTO hatch, I understood how Oppenheimer felt
when he saw the effects of his creation. Suddenly, I too "became Death, the Destroyer of Worlds".
-I too owe an apology to him. He was right all along, and instead of being a good son and standing alongside him when he most needed, I pushed him away, afraid of
being engulfed in his grief.I called him crazy.-says Ford with a saddened tone.
-I am in debt to you, everyone in this city is, as well. You saved them. You are a hero.
-I was no hero! Yesterday there were no heroes! Only survivors.-yells Ford
-You were willing to die, driving away with that bomb. That is something I admire. And although this city is going to be abandoned because of the bomb's and Gojira's
radiation, they should as well.
-Whatever you say...
-I am going to try to restore Monarch. As powerful as Gojira is, there has to be someone watching him, and if some day, Nature calls for him again, we will fight
alongside him.
-What if Nature calls against us?
-Then I am afraid that all we can do is pray. Good morning Mr.Brody.
Dr. Serizawa heads into the door and stops.
-If some day he returns, I will form a special unit and I would like a man with your set of skills in it.
-Find someone else Doctor. Like I said, I am just a survivor. Good morning Doctor.

Dr. Serizawa leaves the house as Ford closes the door behind him. He enters a military HUMVEE and is driven back to the HQ.
-How did it go- asked Graham.
-It was OK. When is the UN meeting taking place?
-Tomorrow, at 4:00pm in New York. I have prepped the reports to present and wrote a script for you to read...
-I won't need it Dr.Graham. I will use my words.

UN Headquarters
New York
1 day after

-...thereby I request Dr.Ishiro Serizawa to speak.-says the Secretary-General
-Thank you.-says Serizawa while looking to the Council in front of him- What I have to request is simple: I want to restore the Monarch project to track Gojira and
other MUTO's that can pose a threat to our kind. I admit to have fault on the recent cathastrophic events, but I what I request is essential to prevent further losses.
We pretend to act under no country's authority, but strictly, this council, and our activity's secrecy will cease if you wish so.I would also request that upon
acceptance, a special military unit would be created to deal with such threats.Thank you.
Serizawa sits down and mumbles are heard on the entire room.

One of the members gets up and says:
-The United States of America will support this program if the program becomes of public knowledge.
Other members also get up and accept the offer with the same conditions:
-People's Republica of China accept.
-France accepts.
-The Russian Federation accepts.
-United Kingdom accepts.
-Very well-says the Secretary-General-As none of the permanent members vetoes the creation of the program, the restoration of the Monarch program is accepted and
supported by this security council with Dr.Ishiro Serizawa as it's director.

-END OF PROLOGUE-

What will happen in Chapter 1 (hopefully it will be longer that this prologue, but I can always go Dan Brown on this ;) ):

-It will be about 1 year after the council

-It will introduce an anarchist terrorist cell (I would like you to choose the name)

-It will cover the discovery of a new MUTO crysalis (a different one) on some country you choose, that will cover up to weaponize it (choose a name for a fictional unstable/3rd world country)
