From Tokusatsu film historian August Ragone. Akira Takarada's scene has been cut from the movie.

Most likely it was a needless scene. Most movies run too long, they need to be snipped. This is, unfortunately, one of those things that wasn't too important and had to be cut. It will probably show up on the Bluray / DVD release.
