I think it is not the final product. There was no color in the teeth or eyes... or really anywhere. I'd say don't worry about it! It looks much more refined and sophisticated than the NECA figure. I've already pre-ordered mine :)

I'm glad I skipped out on the neca figures, this is much better quality. The general paintjob of the finished product is less shiny and more detailed, looks much better than the Neca figures. The articulation is hidden better and like a true SH figure, it seems to have more 'authentic' articulation, over the clumsy looking articulation that comes in the Neca figures.
He is 350ft Tall people, those things on his neck ARE gills, and the Brazil photo is part of the final advertising design-- Deal with it.
