Could just be an Easter Egg. They look far more like creepy dolls in orange dresses. Plus, they're too large to be the Fairies.

Could it be them? Yes, certainly dose look like them in fact. But with everyone involved claming that the movie is going to be "grounded", I find it hard to beleive.
Then again, this is Godzilla we are talking about. Where exactly dose grounded begin?
Also, if you look closely one figure is less pronounced then the other and has what looks like a rectangle (maybe a mirror) behind it. So, it could just be a reflection of one person or object.

Easter egg if anything.
He is 350ft Tall people, those things on his neck ARE gills, and the Brazil photo is part of the final advertising design-- Deal with it.

Definitely an easter egg.
Watching the trailer several times over in 1080p, they're frozen in place like manequin dolls. I do have to say, it's a very nice easter egg to see. However, it's most definitely not the Shobojin. Whatever the flying MUTO is, it's not afraid of water as proven by it's nosedive into the ocean. Mothra can't take water, so she's not an option.
Still cool to see though, no arguments here.

I would be surprised if they were in it because of the fantasy element. I don't think Mothra will be in the movie. Going to feature this anyways.

Mothra can indeed take water. In its caterpillar form, she swims to take on godzilla and other monsters.

Reality check time - they're rescue workers. I enlarged the image and increased the contrast, they're clearly two people wearing hi-viz orange jackets with the Scotchlite reflective strips, you can even make out the helmets and what appears to be breathing gear.

Did you see one of the jets coming straight down at the screen from the sky? Some people online are talking about Mothra maybe showing up...but if you watch about halfway through the trailer, that one particular jet looks nothing like the others; I think it might be Rodan!

Those are not the twin fairies nor is mothra coming into this film. Mothra isn't realistic enough to be in the franchise, mothra is more of a supernatural type of monster. This godzilla franchise is going to be taking more of the realistic language.

According to the interview with GE in Empire, all the other kaiju are entirely original and were created from scratch.
Now unless that's some kind of bluff (I doubt it) I think it's 99.9% certain that there will not be any other Toho kaiju in the film. Fanboys willalways see what they want to see and sites like this will toss rumours into the void to generate traffic (and get stung when it terms out to be bunk), but let's nail this "ooh Mothra is going to be in the film" on the head. Those are rescue workers in that image.
