I think Chris nailed it. I'm about 80% sure that's concept art for Destroyah from back in 1994/1995.
Or (even more likely) it's some fan art variant on Destroyah.

I dont think this is what Muto will look like i do like the picture but a half spider and half scorpion have wings now that is weird. but still great picture

Seems to fit the descriptions of the Monster, but it does resemble Destroyah way too much. Still, I've been searching for this image by searching "Destroyah Concept Art" for awhile and can't find jack. It could be badass fanart but I'm not sure. PICKLEDPUNKS where'd you get this?
